WEST HARTFORD — The Town of West Hartford has clarified in an email, an itemization of funds for a block grant received from HUD. The purpose of this amendment is to identify accurately the funds received by the U.S. Department of Housing and Urban Development and used by the Town of West Hartford in the Community Development Block Grant Plan Year 2018. Specifically, the administrative costs of the program should have been separately itemized, rather than included in the annual plan year allocation.

By way of background, as part of the 2015-2019 CDBG Consolidated Plan, HUD provides an annual grant for expenditures relating to low and moderate-income development in the West Hartford community. For Plan Year 2018, HUD awarded West Hartford a grant, $967,061. In 2019, West Hartford submitted the 2018-2019 Annual Action Plan, which identified activities and goals that met HUD requirements for use of the grant funds, but included the administrative expenses associated with that plan year in the annual allocation rather than as a separate line item. West Hartford had incorrectly complied with a previously authorized accounting method, First-In, First-Out, by liquidating pre-2015 funds (funds not yet used for projects), rather than following the new accounting method, Grant Based Accounting, to liquidate current year administrative expenses.

To comply with the new Grant Based Accounting method and code and to amend the 2018 Plan Year, the Town of West Hartford will hold public hearings on the following dates to present the correct identification of funding allocation for PY-2018: Wednesday, Feb. 19, at 5 p.m., in room 24 of the Elmwood Community Center, and Thursday, Feb. 20, at 5:30 p.m. in room 400 of Town Hall.

There is no change in use or beneficiary of these expended funds.
